It was never accurate. Most people repeating it didn’t make websites in the early 2000s; otherwise they would know better.
IE6 didn’t support child or attribute selectors; it didn’t support width/height attributes. Float left with a 10px left margin? IE6 made it 20px! There’s a lot more…
