- HA is very stupid,
- HA knows they can get away with it,
- HA has found some legal loophole to deny Matcha’s

(1/3) It’s been deliberately left vague (even to me) but what we can say for certain is that Matcha isn’t a typical clone, at least in Lancer lore; she has no memory of her genetic donor besides her strange dreams, and unlike rush-order flash clones there was no immediate need for her in Harrison
