state supreme courts all have federal jurisdiction too, and plenty of the Vic class actions (based on my quick perusal of the current matters) are obviously federal matters

And the Planning Act requires the proprietor of the land to be notified - it says nothing about occupants, so the letter is legally correct in that regard

If I recall correctly, the wording was specifically placed to be visible through the envelope window, and the addressee was "the owner" or "the crown lessee" or something, strongly suggestive that you're meant to cross out the address, write your landlord's, and put it in a post box without opening

I remember the first time I got a DA notification letter from the ACT Planning Authority in my letterbox - above the address, it said "if you are a tenant, please forward this letter to your landlord"

(and in a federation there's no reason for any non-constitutional level of government to run its own elections)

In a highly centralised unitary state there's no good reason why any subnational body should run their own elections vs the economies of scale, shared infra and shared expertise through using a national body

if local elections were not just government run but centrally administered some economies of scale would probably open up though

obviously the bad private election providers should be replaced and they should send ballots on time, but once you get to the point of paying for international express couriers local councils gonna have questions about budget

they could, at least, provide an International Reply Paid envelope - these do exist, my American employer's share registry uses them for investor votes - but that won't provide express post speeds

I suspect this is a non-trivial problem to address within the funding envelope that a local council will have for running an election, unless you have online voting which poses the usual online voting issues
