Sounds like he just wants to make money for lawyers. He's already been told by the courts that funding can't be tied to BS like this.

Ten years ago, public lands recreation had already eclipsed public lands grazing by 22X the number of jobs created and 10X the revenues.

So why don't we kick cattle off public lands, rewilded the west and;

Expand the Parks ?
