Why are all the UK news outlets reporting this proposed tax as a tax on landlords when anyone with on iota of the real world knows that it's inevitably going to be paid by their tenants as they pass the cost on?

The way I see it, America can do two significant things to prevent further events like this.

1. Introduce sensible gun control laws.
2. Reform their health care system so it serves its citizens rather than shareholders and CEOs.

I suspect they will do neither.
