If the federal government no longer requires vaccination, then the federal government, including public schools, the military, the post office, all the subordinate agencies of the federal government no longer require vaccination.

It does, however, undermine insurance and payment.
If insurance refuses to pay, because the vaccines are now optional and not recommended, which kids go without?
The kids in public school, whose parents can't afford to lose hours to stay home sick.
