My suspicion, cannot prove it: Stephen Miller responded to 12/24 SCOTUS ruling that he can't deploy the Guard bc the Regular Forces have to fail first by figuring out what crimes he would need to commit to invoke the Insurrection Act.

I think it's pretty telling that ICE isn't conducting raids on the farms and factories in places like Nebraska, Iowa, Nebraska (looking at you Kristi Noem), but are focusing on Democratic enclaves like California.
