Whereas hiring difficulties predict exit considerations, firms that are less selective in their hiring requirements are more likely to consider remaining. However, being active member of professional associations, using resources targeted to support apprentice training, had no sig. effect.

Drawing on novel firm survey data from Switzerland 🇨🇭, a poster-child of dual VET and a crucial case of a collective skill formation system, we test some underlying assumptions in the literature to understand what firm-level factors are linked with exit or non-exit considerations.

Since employer involvement is crucial to sustain a viable dual VET system—commonly associated with low youth unemployment, high social inclusion and skills match on the labor market—underscoring the conditions under which training firms might consider exit adds an important piece to the puzzle.

While political economy and economic literature has established the conditions under which firms choose to provide in-house vocational training, we know less about which training firms consider exiting the vocational education and training (VET) system.
