There’s dialogue that even says something along the lines of “I didn’t think there would be that many people shooting at me”.
Granted, this is one of the missions where a stronger use of force is more justified. Still, it’s strange how the game tries to skew in that direction for this mission.

At the end, a whistleblower gets kidnapped by the cops and taken to Alcatraz in the middle of the night where they’re going to kill him and Marcus needs to rescue him.
It’s possible to do this stealthily but the story seems to assume you went in guns blazing.

I was talking about the game’s tone earlier and something came up that was related to this. There’s a mission where you’re trying to expose police who are using a cTOS system to cover up crimes they’re committing. It’s meant to protect undercover cops from detection or retaliation.

It’s kind of crazy how many games can’t get any kind of rerelease due to issues with music rights.
Sonic the Hedgehog 3 was the most notorious case of this, though for years no one was able to confirm that until the Sonic Origins collection came out.
