I think a major thing is the reason it's been going for so long is just nobody really wants to fight anymore. The Annyaran Republic was pushed back to just being in the home planet of the Nyaraka (Annyara, hence the name) but fighting just kinda stopped at that point

it's just been brewing since

like, the civil war has been going on basically since the end of the Dvakiiri-Nyaraka war back in... about 3250 BCE (and canonically ends in 2253 CE, so literally 5000 years)
