Westminster ignores and overrules the Scottish Parliament.

When Westminster legislates on areas Scottish Parliament is responsible for, and Scotland withholds consent, Westminster just ignores it. When the Scottish Parliament passes bills Westminster doesn’t like, it veto’s them.
