And you know what chemistry is? Applied Physics. But I don't think it's necessary for Criminal Justice students to study Quantum theory, unless they really want to.

Sorry if this is in the article, but could this be interpreted as older people rejoining the workforce/staying in work longer before retirement with the effect that fewer younger people are able to join it?

I believe this is arguing that a fundamental driver of HE policy should be an aim to optimise the return for the state?

If so, where else should we take this approach:

Secondary education?
Healthcare for the elderly?

I'm curious, what are the units of radical progressivism? What does a score of 2.5 mean? Or a negative score - are these institutions regressive?

Either way, the conclusion is clear. To progress up the rankings universities need to be even more radically progressive.
