Anybody officials or ex-military want to chime in on the rules of engagement? Do not fire unless fired upon? Cuz the whole Venezuela thing has me wondering about that. And, I seem to recall that we had something similar in vein regarding latter Afghan/Iraqi relations to avoid civilian casualties?
