(The gist behind that is essentially a character named Scathach from the Japan exclusive FE4 was localized as Ulster for Awakening and the Heroes popularity poll...only to be renamed back to Scathach when he released for Heroes proper.)

Extremely common in Fire Emblem because of how many games are Japan exclusive, so a ton of characters don't get official localized names until they show up on popularity polls or in Heroes. It gets more complicated with "Ulstergate" which is a whole other can of worms.
