1) Send Guard troops on false pretenses.
2) Judge declares this illegal.
3) Have troops start shit with locals 'til locals get fed up.
4) Guard troops get shot.
5) Use that as an excuse to send more troops.
Solution:
Maybe not create situations of violence to further personal politics.

deportation to insure that they were not illegally processed? Will the judges be able to enforce this new guideline with the shifty kidnappers? Will actual names of the kidnappers also be on this record so they can be held in contempt? So many questions...

But who will be responsible for checking that all persons kidnapped are on a central list that can be followed through the process? Will there have to be watchdogs in every city & state? Will there be an actual federal checklist of the victims? Is their a plan for those already deported or awaiting
