Maybe a controversial choice for #Noirvember, but Fail Safe is a brooding black-and-white loaded with slow-burn tension and controversy. Also, hasn't anti-war message been a consistent base in noir movies? And then there is the power cast.

1) Send Guard troops on false pretenses.
2) Judge declares this illegal.
3) Have troops start shit with locals 'til locals get fed up.
4) Guard troops get shot.
5) Use that as an excuse to send more troops.
Solution:
Maybe not create situations of violence to further personal politics.
