2) Judge declares this illegal.
3) Have troops start shit with locals 'til locals get fed up.
4) Guard troops get shot.
5) Use that as an excuse to send more troops.
Solution:
Maybe not create situations of violence to further personal politics.

Next on #Noirvember, Frank Miller took a lot of inspiration from noir movies for his books. Those books sparked the movie "Sin City", a thoroughly modern re-envisioning of the Noir ideal. Totally worthy in my opinion.
