This is exactly what the Dept of Interior is claiming, as cited in the article above. I doubt that's legitimate, but I don't know why NPR is saying it's not explained, except for clicks.

You mean the parents are driving in their cars, following their own kids trick-or-treating on foot? I guess I'm not shocked that this might be a thing in rural towns where houses are very far apart and don't have sidewalks, but it seems bizarre to me in a suburban setting.

You or your neighbors can probably ask your town to close it. I live in Seattle and you can get a permit pretty easily for a block party or whatever.

I suppose if the nation as an institution survives long enough to see it, a resurgence of these diseases may be what is necessary to make it clear to future generations why those vaccines are important.

Lately I can't stop thinking about what if we could get all the baseball people interested in solving real world problems instead of the drama & the stats. I love a good escape or distraction, but baseball Fandom is enormous. Probably in no small part because it tries to be "apolitical."
