Guilt is for knowing one did something wrong. Like immoral. I think the word is over used which takes away from actual guilty people. Conflicted, sad, worried has been replaced with “ guilt”.

All kinds of produce was shipped out on the rail line adjacent to the warehouse: peas, lettuce, tomatoes, green beans, cucuumbers, strawberries, you name it—all grown on “truck farms” operated by Japanese immigrants. By the late 1930s, these farmers were prospering. 9/21

The buyouts do not apply to military personnel of the armed forces, the U.S. Postal Services, positions related to immigration enforcement and national security, and any other positions specifically excluded by the agency the federal workers are employed by
