I never needed a car in SF or NYC, and I certainly did not live in the financial district in either case. Lots of people do not have the choice to own a car just as a matter of SES, including in car dominant landscapes.

That is so hyperbolic one wonders about what on earth is intended. It’s true that real estate developers hate them, but UGBs are not incompatible with upzoning.
