That's actually a good point, Windows refers to it as codepage 936 "ANSI/OEM Simplified Chinese (PRC, Singapore); Chinese Simplified (GB2312)", so maybe on Win it's full-on ANSI for the first byte? Even though IIRC *generally* ANSI implies just 1 byte vs ASCII's 7bit and gb2312 is variable/dual-byte

Not ANSI but extended ASCII as webzone detects that readmes on disc are in GB2312 (EUC-CN is extended ASCII) and these files might be too and interpreting .ans that way produces reasonably looking text ("天堂站最年轻的站副 Huang Shuo 的自画像" has a mention of "Paradise Station" which tracks with the disc name)
