Good call. Higher fuel duty, taking VAT off public charging, and pay per mile at higher rates for dirtier vehicles would all go well with it. Maybe a rebate for blue badge holders too.

It'd be much better to pledge an amount to contribute once the UK are happy with the fund than just to say not yet but perhaps one day. That would give confidence and encourage other donors, and build momentum for the whole COP.
