There's probably never been a war without any war crimes. While the US military has prosecuted and convicted US war criminals in courts martial, it hardly prosecutes every instance, and sometimes there's been encouragement not to from the top (eg in the GWOT).

This was no different than gunning an adversary pilot in his/her chute.

I keep going back to my deployment story the other day…and the ease with which a TF O-3 completely bypassed the entire CENTCOM targeting authority and ordered a strike w/in two minutes of being told it was being worked…
