My guess is she can't access the site because she's in Ireland and they are IP blocking. When I set my VPN to Ireland, I cannot access it either, but with a US IP address it comes up right away.

Well, I put nothing past them, of course, but an image of text, not even on a formal notice, no logo, etc. make me think someone with MS Word said, "watch this, it'll be funny."
