As someone who spent a good portion of his career participating in Federal rulemaking proceedings, boy, can I tell you that the process could use a *lot* of improvement. It's slow, subject to gaming, & frequently leads to results beyond those intended by Congress.

The militant ignorance is South Carolina's most defining characteristic for me. Decided that in the early 90s, and have not been dissuaded since. (Yes, plenty of good things and good people there, but you cannot escape the militant ignorance.)

One of the hardest things to do is bring campaign-level communications to the work of governance, and snowstorms are notoriously one of the biggest litmus tests that less-engaged voters use to judge mayoral administrations. This is an excellent way to communicate.
