sure; a supplemental list of items, locations, people can be made without adding rules and such. if its a collection that can add to your games material i just call it a supplement. can that include rules? it can, idk, but thats not really what i look for in supplemental material

i get the interpretation of bandits as down on their luck ppl forced to survive after abandonment from the state, but i honestly prefer to think of them as professional soldiers turned to privatization, like US Operator culture.
