As of this posting, yes.
Since updating to Tahoe (includes iOS/iPadOS 26) seems they've really nagged it down a lot compared to Sequoia (and iOS/iPadOS 18) where it originally showed you a oobe screen to enable Apple Intelligence (even forced enabled it in a later iOS 18.x update if I recall), prob due to disappointments.

Since Steam is now officially an x64 app now, it's kind of weird to see it in the Program Files (x86) folder. 🙃

If you don't want to fully update Windows 7 to get the patched Steam client working, here's the list of required updates to install:
- Windows 7 Service Pack 1 (KB976932)
- KB2999226
- KB3080149 or KB4474419 (SHA-2 code signing support update)
KB4474419 supersedes KB3080149
- Windows 7 Service Pack 1 (KB976932)
