The Nazis earned a third of the vote in 1932 and formed a coalition government with the Social Democrats. After which of course he persuaded von Hindenburg to appoint him Chancellor and after the Reichstag fire used emergency powers to eliminate the opposition.
So, a distinct minority voted him in.
