So... I did some analysis of grants that did receive noncompetitive renewals.

In particular, I looked a those award where the title of the grant changed.

It was used to indicate different effect sizes (not statistical 'bias'). So population-biased eQTLs, sex-biased eQTLs = inclusive of poss 'pop-/sex-'specific. There was lots of discussion about how to refer to these. 'specific' was a hard "no" for many of the reasons mentioned above in this thread.
