Do they have to apologize to each other? No, it's not their fault. But I think they'll both do it because they love each other. There was a misunderstanding, but at the very end of S2 they fully realized they both couldn't do otherwise. And they probably understood something else that we didn't.
If Aziraphale will apologise for F15, Crowley will too.

Sometimes I get emotional just thinking about how Aziraphale, in the face of heaven's austere measures and hell's threats, created a safe haven full of stories and music and tea and good food and wine. A place of rest and beauty and love rather than punishment and judgment.

I know two years have passed but I still think Crowley & Aziraphale were speaking code to each other in the final 15. there was a sense of urgency/hysteria that seemed so pinpointed and exact, like Aziraphale's desperate interjection of "HOLD THAT THOUGHT!" being a cue. still dying on this hill idk
