I don't think there's any question about it. She's trying to show the Romulan Empire in a good light, and would also be interested in breaking through some of Spock's inhibitions.

It's a tough call, but I think I agree with going back to TOS. A lot of background, a lot of first looks.
"Space Seed " should come before TROK.
Or you could alternate between the two series.

I've often said that "Parrallels" (the one with Worf jumping between universes) should have included one with K'Ehleyr and Alexander living with him on the Enterprise.

Test it on some relatively local planet. Then deploy the final version against earth without warning.
