I think it's mostly because Americans, and people in other wealthy countries, feel they have too much to lose in a full scale revolt. Being pessimistic, it might take the end of access to cheap food to actually set off any effective rebellion.

The Iranian economy is awful right now, much of which is due to renewed sanctions after the last part of the nuclear deal expired. Both that and the current government's inability to fix it were the main reasons the protests started.

Have you read Cadillac Desert? It's pretty dry in some parts (ha ha) (and that may have just been the narrator for the audiobook) and it's from 1986, but it's a pretty indepth and enraging look at water use politics (they're bad) west of the Mississippi.
