The Declaration of Independence and Constitution are fundamentally about constraints on power. The Declaration in particular is basically an airing of grievances about abuses of power. The use of force against citizens being one of the biggest.
If you read some history, the founders, despite their faults, were very scared of government overreach and oppression, and this concern spanned the ideological gamut from Washington and Hamilton to Jefferson and Madison.
