1. This establishes a much stronger constitutional basis for state laws that attempt to ban fed agents from masking in their state by removing supremacy issue
2. Future impeachment of Noem + Trump in 2027 for defying a law passed w/ R votes

Putting this in a funding bill means R votes. Now we have it on paper that "ICE agents can't wear masks" is bipartisan law enacted by Congress. Much easier sell to impeach her if she defies.
