I talked to a neighbor about he got in the gang database and he was walking home from school and a cop asked for his info and he's in the gang database for life.

Working from memory, but I recall Chicago Police Department has used the 100+K number with Chicago media in the past.

My guess is this is the number of names in the gang database.

If the prosecutors can't demonstrate this in a lab, any expert witnesses who say it's possible should be viewed as witch doctors or charlatans.
