Italian voice actor Carlo Bononi was the voice of all of the characters on Pingu. A trained clown by trade, he used a theater technique called grammelot, which consists of "speaking" in a mix of babbled gibberish noises. He improvised all the voices live and unscripted.

So yeah, I wasn't expected to penny-pinch, and while there are strict rules that customers usually don't know about (because who reads a 100 page policy document?) that I had to follow, I was never expected to find excuses to deny justified claims.

I wasn't assessing and case managing major claims, so I can't speak to that, but I was given a LOT of leeway to solve short-term problems when I worked after hours, as long as I could back up my actions. I never got in trouble for being rules or applying them judiciously.
