IMO, the services are much more efficient than we think, and certainly have more extensive knowledge. For some reason, governments prefer to pretend they don't see what's happening.

The article describes the reactions of relevant institutions aware of the situation and reaching similar conclusions to these young people. However, these institutions lack hard evidence, even though the suspicious vessels were searched by authorities.
