- Ringleader policies can backfire via a leading-by-example effect where information about ringleader activities motivates other firms to participate in the cartel which increases prices compared to settings without such policies.

Key Insights:
- The possibility to form partial cartels creates opposing effects: the individual willingness to communicate decreases due to free-riding incentives, but overall, communication becomes more frequent because a coalition of firms willing to communicate cannot be blocked by one outsider.

Using a discrete choice experiment with German firms, they find that while women are slightly more likely to receive training overall, young women are less often selected-especially by female managers. Male managers, on the other hand, favor male employees when training is fully employer-funded. 2/3

Results show that only mutual agreements are decisive for the strong positive effect of communication on collusion, while the effect of other communication topics – including unilateral promises – is negligible.
