feral cats arent going to be interested in humans, so i assume the cat has been homed once. the worst case scenario is that this is a cat who has been recently abandoned, and i imagine there are rescue groups near you who could advise you on how to proceed (or they will set up a trap for you)

jokingly, i want to ask if it is a tuxedo cat bc that feels like such a tuxedo cat thing to do.

seriously, if you can trap it, i would take it somewhere where it can be checked for a chip. or take pictures of it and post in local groups, asking if it is someone's cat.
