No it's not. The sentencing will take that into consideration but a war crime is a war crime and a 20 year old is not a two year old. Young soldiers can and DO serve honorably but they will be less likely to do so if they know they won't be held accountable.

And of course our convicted felon "Commander in Chief" appoints this evil clown to the Department of Defense where he hence changes it to Department of War. Killing defenseless people WITHOUT a war. That's just mass murder.

Yes, ANYONE of any rank who gives or follows an order to murder civilians, prisoners of war or helpless people shipwrecked at sea should be prosecuted for committing a war crime. I, and every soldier, was trained to know lawful rules of engagement from illegal orders. Start at the top & work down.
