Because of the rigidity of the basket. You don't have to pack for transportation or stability in the boot. Just place stuff in the basket as it comes through the scanner. Admittedly for very few items there isn't much difference but the principle is that the stores ask that you pack at the shelf.

No one's ever stopped me taking the basket to the packing shelf in Lidl. You're right you can't take them out of the store but there's nothing to stop you putting your shopping back in the basket and pack at leisure where it's intended!

Well don't leave it at the top of the conveyor then. Problem solved.

But a lot of that population is made up of Northerners who have migrated there due to lack of investment in their home towns/cities.
