Fairly trivial to have a website where you input last sale price and date, proposed selling price today, and it'll tell you what your rebate/supplement will be.

Maybe each property has a valuation equal to last sale price plus appreciation based on regional house price indices. Charge CT accordingly. When next sale takes place, homeowner gets a rebate or pays a supplement (inflation adjusted) for past years CT if sale price is under/over valuation?
