Glad you made it! We know we have ghost bus issues and we're trying to fix them. And we're focusing on maintenance, which should reduce breakdowns.

The relatively high speed on Portland here is because the Downtown segment -- with its closely spaced stations (plus, in the case of Portland, tight turns) is excluded.

They did turn it back on after everyone pushed back. This timing is definitely with the TSP on. I suspect the speed difference here has more to do with station spacing than TSP.

How does Houston have the shoddiest priority measures? It has genuine dedicated lanes the whole way and pretty robust traffic signal priority.

You could also do the thing SEPTA does in suburban operations and train every operator on bus and two completely different rail vehicles.

In my experience the biggest reasons why agencies keep "unsuccessful" services running are (1) reluctance to admit failure (2) institutional inertia (3) the people in charge who supported the project when it was built still support it because their goal was never ridership. All those are local.
