I had a travel steamer where the handle did that. I used nail polish remover (acetone) to lift off the rubbery coating/just left the hard plastic behind.
Very smelly process. Make sure the fumes are well ventilated if you try it.

My Pilates instructor emailed us all saying to try three things - 5 deep breaths every day, move your body 3x/week (even just a 15min walk), and stretch for 5min before bed each night. All very doable and can be built upon.
