Realistically the only reasonable thing he can do is 1- have a strike system where after 2 warnings you get a collar 2- not all rules have the same value and breaking them should have equal punishments (how fines vs jail works) 3- merge some rules into one “law” either subsections
Tbh I do feel bad for Riddle. It’s not his fault his dorm has some of the dumbest rules known to man kind! As a housewarden he doesn’t have much of a choice. Sure he COULD overlook SOME rules but IT HAS 800 there’s a limit to how much he can actually do

I still find it pretty surprising that Vil is the one to take Hercules role in chapter 7

I think Malleus is a good way of approaching an over powered character.
