He was (and is) Norwegian, but in 1993 he took German nationality to help Eintracht Frankfurt avoid the foreign-player problem, effectively making him ineligible for Norway's national team.

In the lastest Norway, Sweden, and Denmark, are added to Scotland. Firing up a save as we speak.

Could it be that you have altered TMDATA, while playing Brave New World, that uses TM_BNW?

No, it can load up to 12k players, and those nations are prioritized like players with caps.
