This is the chart for the start of that video. It's technically a night chart but the Sun is still visually setting/not gone. Mercury has set, but I wouldn't know because it's too close to the Sun to see it and it's still angular

So I guess the question is, what is your definition of rising?

In this case, I'd consider a planet effectively "12th-y" if it was placed 8° earlier than the degree of the Asc

If it's "rising" that's the question, then I'd do it by when I can visually see it above the horizon; that will be impacted by a number of factors
