the generous read is people in an atomized society—where everyone is expected to apply individual solutions to systemic problems—think collectivism means they have to take on someone else's problems on top of their own. they don't realize the collective can reduce the burden on them individually.

we can't experience the counterfactual to know how much worse it would be. people who would have died, but did not, can't know it would have happened. even if they could know, the individualism runs deep for health especially. they would assume they lived because they made the right choices.
