As Dr Stylite said, Euro bonds for Ukraine is money and an option that didn't exist before, and they still have the russian assets to use in the future.
So if they do use the assets in the future, this was actually a step in the right direction.

Forfeiting russian assets would be hugely unpopular.

Well that is in a new republic, because trump fires independent agency heads despite congressional legislation to the contrary, just to name one example.

For Congress to matter then SCOTUS and the rule of law have to be rebuilt.

It's been obvious that changing the constitution is too difficult for a very long time.

Also that you cannot legislate based on the will of big majorities, i.e. significantly above 50%.

SCOTUS can just destroy legislation for ideological/partisan reasons - not for constitutional reasons.

A democratic and prosperous Africa would be an incredible ally for Europe to have.

In places like Senegal, France's support for autocrats has perhaps contributed to the decline...
