Currently, the City is scrambling to find $4 million to fund more officers even though the compromise to avoid City layoffs was to reduce class sizes.

For context, the total LAPD is budgeted to get this fiscal year is $3.3 billion. Youth Development Dept. is $2.5 million.

When it comes to the LAPD, the City will always find the money to fund them no matter what's been approved in the budget or what the City's spending plan is.

If they overspend, rack up liability claims, etc., City Hall will just take the money from elsewhere to give to LAPD.

🚨 LAPD is on track to hire more officers than the City budgeted and approved for.

With 7 months left to go in the fiscal year, the City of LA has already spent $90 MILLION or 48% of it's annual liability budget.

At this rate, the City will surpass $200 million in liability payouts (like last two fiscal years). It's a BIG REASON why the City is in bad $ shape.

From January 2019 to July 2025, there were 5,991 “cash for keys” (landlords paying tenants to move out) agreements filed with the Housing Department.

On Wednesday, City Council is considering a new formula for allowable rent increases in rent controlled units:

Cap rent increases at 3% (it’s currently 8%)
No more 1-2% increases if landlord pays utilities
No more 10% increase if a child or dependent moves in

↪Use-of-force policies are vague
↪No clear policy guidance for dealing w/ mental crises
↪Handcuffing people in mental crisis is required
↪No specialized training
↪SMART officers armed
↪SMART not allowed to lead responses where weapons aren’t involved

🔎Finding: SMART’s performance is measured by how quickly they relieve patrol officers from on-scene duties, not by their impact on outcomes.
👉Recommendation: LAPD should develop ways to measure SMART's impact on mental health incidents and use of force incidents.
